The main person who writes this blog often complains about the the poor state of Delphi Certification. After almost three years of complaining, there is work made to improve certification standards (source).
Diamond docking is implemented in DevExpress 2011.1, after 4 years. The original suggestion was made in 2007, it took another year for DevExpress to log it into their bug-report system (see post #2) and three more years to implement it. (source). This is Visual Studio 2005 diamond docking. When will they implement Visual Studio 2008 or even Visual Studio 2010 docking? How about speeding up the skinning so that products with DevExpress skinning works faster?
Obviously, with the widespread piracy of DevExpress.VCL components, everyone except those who paid for DevExpress.VCL will have it: they will have to pay again for this feature. Those who didn't pay for last year may have to pay double subscription prices due to DevExpress' back-dating subscription policy.
